# Answer evidence returns 403, 409, or 422

## 403 Forbidden

Check whether the credential is a tenant-manager user token or an application JWT. For application JWTs, confirm the required scope and exact bound `application_key`. Lifecycle events and export require a manager.

## 409 Conflict

The most common cause is reusing an idempotency key with a different payload. The same key and equivalent payload returns the original record. A changed payload must use a genuinely new application decision identifier.

## 422 Unprocessable Entity

On a keyed-HMAC-required workspace, a caller SHA-256 is not the active tenant commitment. Submit text without a caller hash so the service can derive the tenant HMAC. If policy forbids text submission, stop and change workspace policy or integration design rather than bypassing the requirement.

Other causes include malformed source references, evidence hash/modality mismatch, and an access event from another application.

## Redacted evidence returns 410

This is expected. Keep the tombstone and event history in the review record; do not attempt to reconstruct or republish the deleted original.
